Why didn't Artbox or any other trading card company take up the rights to make the Series of Unfortunate Events set. I love the boosk and the movie and I thought this would make a great set? And I would love to have Jim Carrys auto and Emilys

Sometimes film manufacturers ask for too much money for licenses, it looks like a "Pirates of the Caribbean" set may not happen because they want too much money!

There are a variety of reasons - not the least of which would be would the studio confer likeness rights with the movie rights (ie, would the card manufacturer be able to use any image of Jim Carrey WITHOUT having Jim Carrey approve each and every image). Often this is not done, which leaves either a very boring set, or an impossibly expensive set because then you have to form agreements with each actor whose image you would want to use.

Television properties are much nicer in that respect-  generally the casts convey likenesses, but there are certain actors/actresses who retain their rights (Shannon Doherty from Charmed is one notable example - Inkworks can only use a handful of approved shots of her unless they can get her to sign an agreement, which to now, she's not done.)

Oh, I didnt know they had to get approved to make a card set. A POTC would be a cool set I want a Kira auto

Any manufacturer that wants to make products based on a movie or copyrighted image has to obtain the rights to do so.  There's usually an up-front fee and royalties based on sales.

Years ago, my parents had a company that manufactured eyeglass cases.  They wanted to obtain the rights to produce Disney cases.  The process to do so was lengthy and so expensive that they decided against doing it.  My son wears glasses from a Disney line and I know that the company paid a pretty penny for the rights (which is passed on to the consumer, of course!).
