Any manufacturer that wants to make products based on a movie or copyrighted image has to obtain the rights to do so. There's usually an up-front fee and royalties based on sales.
Years ago, my parents had a company that manufactured eyeglass cases. They wanted to obtain the rights to produce Disney cases. The process to do so was lengthy and so expensive that they decided against doing it. My son wears glasses from a Disney line and I know that the company paid a pretty penny for the rights (which is passed on to the consumer, of course!).
