I had problems getting the money out of him for his last auction. I gave ten days to pay on my auction. On day 11 I  emailed him to ask him to pay or I'd issue a non paying bidder alert. I got a reply saying he had overspent on his credit card and would pay me on April 1st! Do they do April 1st in Japan? Anyway April 2nd came round no payment. Sent email and eventually got payment 3rd April (6 days late, 16 days after the auction finished). As with last time he made demands on not declaring the value of the goods for customs. Ive filled in full value and made sure I got a certificate of postage.

He's since emailed me saying his accounts suspended and he doesn't know why. I think he thinks I reported him. I didn't. Maybe someone else has.

Anyway watch out for any bids from Japan from a guy called Shuji. He seems particularly fond of James Bond items.

Have you moved the money out of your Paypal account yet ... if you haven't then I'd get it done asap just in case he decides to do a chargeback!

It doesn't matter Jules, moving the money out won't do anything if you ever intend to use a paypal account in future...

Too true... your paypal balance will just go to negative (red) and you'll get nasty automated emails from them telling you to add money to your account to get it out of negative balance...

Oh how true!! I just went through this!! 
I received a notice from paypal that they were doing a reversal of funds to a buyer I had in December! They put my paypal account into negative  (I hardly ever keep money in there) while they investigated! I provided paypal with my information, tracking number and delivery confirmation, plus the positive feedback I had received from the buyer!! In the end, they still found in favor of the buyer and deducted my account!! Luckally it was only for a sleeping bag prop card!! And luckally the buyer is not longer a registered member! But I was very angry at the situation!! I provided proof!!

Happened to me too... had positive feedback & delivery confirmation, BUT I had sent to an unconfirmed address...  Apparently that's all they need to side with the buyer *sigh*

I was only thinking that it would be better to have any money in your Paypal account transferred to your own bank account, rather than Paypal freezing whatever you had in your Paypal account till they got it sorted that's all.  

Jackie - I'm not surprised you're hopping mad about that chargeback especially after providing proof the card had been sent and received and feedback left for it - I'd be furious!!

I've just had a seller quiz me about my home address and whether it's confirmed or not cos they wouldn't accept payment through Paypal unless it was and I do understand why they were being so particular about wanting to know.
I explained to him that as far as I knew Paypal will only confirm US addresses ... non-US addresses aren't covered but ... because I've received payments AND have a credit card on file with my Paypal account, my address shows on my Paypal account as being confirmed.
Is this something new Paypal have introduced in response to this or have they been confirming non-US addresses for some time does anyone know?

I don't think so Jules, my parents address has been confirmed on my paypal account for years... all my bank statements/credit card statements go there, but I don't live there. Thankfully they are always happy to receive parcels for me if sellers won't post to unconfirmed addresses. it just delays how long it takes me to get the item

The majority of International addresses show up as unconfirmed with paypal.  I don't even verify that now on international bidders.

I'm only nitpicky about that issue with US people.  It's my policy that if they're a US bidder and they don't have a confirmed address with paypal, then they have to send a money order as payment.  Thanks to that last LOVELY chargeback on my account, I have to be firm about the policy...

I only bend the rules if it's someone I know off lists or boards, but most US folks have a confirmed address so it's normally a moot point.

That's a good point re: confirmed US addreses and I don't think you're being unreasonable wanting MO payments from buyers whose addresses show as unconfirmed.
A pity you have to enforce your payment policy by finding out the hard way though ...

Is it me or are more buyers using this chargeback facility than before?
