it is the lowest numbered costume card if I am not mistaken

There were only 170 of that card made.  It's the lowest costume card.  The only card lower than it is the P4 Quaffle.  They're are only 130 of them.

I wonder why Artbox chose the Ravenclaw Students card to be the lowest costume card in the set though?.
There have been numerous costume cards with student and house colours released with all the sets over the years and normally they are pretty common cards to get.

It's a generic student costume card.  The only way to get collectors excited about it is to short-print it.  Besides, I'm sure the costume material that wasn't used for this set will be used in another set.
