I sent an item to the United States via International Signed For and it got lost. My buyer has started a "Item not received" dispute with Paypal (Which I don't mind) but Paypal put a hold on the funds and now my account balance is -£63.20

I want to offer my buyer a full refund via the Resolution Centre. The page gives you the option to "Close dispute and issue a full refind" so I select that and then I get a screen saying I can't issue a refund as my account balance is in the negitive.

But Paypal have already taken the £63.20 out of my account so what cant they send that to the buyer and leave my account to -£63.20 then I would transfere funds to get ride of that. But at this point in time I have to transfere £63.20 to get rid of my negitive balance and then transfere another £63.20 to issue the refund. So i'm loosing £126.40 altogether! How is that fair!?!?

HELP!?!?!?!?

I think you need to email Paypal in this case.  If you DO go ahead & issue a full refund, it seems that the buyer will get double the money back as they've already got a "hold" on the amount in order to refund the buyer once they finish their investigation (if they decide that you're at fault).  Since it was sent International Signed For I can't see how they'd side that way though...  You've got proof of shipment & Int'l Signed For should be trackable (I've been able to do it in the past).

I'll attempt to e-mail Paypal (Who knows how long they will take to reply) Someone might be to help here, When I track the parcel via Royal Mail it says it is handed over to USA Postal Services for delivery.

Is there any way you can track it within the USA?

I had this happen to me once. You will not issue any kind of double refund. You simply need to get your account balance back to $0.00 or more. You can do this by adding funds to your account directly from your bank, or you could have a friend send you the money and just pay them.

Paypal has not actually "taken" a single penny from you yet, they have simply put $63.00 on hold. Imagine it like them telling you, we have borrowed $x.xx from you and put it on hold. Once you give paypal back their $x.xx they give it to the person who is owed it and your account returns to $0.00

Yes Martyn, you can check the status of international signed for or airsure once they've landed in the US. Just track it as normal on the USPS site. It only shows up on delivery though, so if they are being honest and they've not received it then it won't be trackable on their site.

I think they are being honest about not receiving it.  If the package had been delivered, it would say so on the USPS site.  The buyer should call the toll-free number for USPS and see if they can do anything with the Royal Mail tracking number.  USPS might be able to start looking for the package here.
