Well, since the UK is part of the European Union we get to 'share' these wonderful bits of legislation which our partner countries choose to foist upon us!
The privacy laws are draconian over in France and Germany so you could well be right that this bit of nonsense might have originated from either of these two countries - I wouldn't surprise me ...  

Hmmmm well I guess I'll have to wait till I receive such a hefty sum in my Paypal account to find this one out!!

It's completly safe, You here about people getting there account blocked because there getting thousands of £'s in at a time. Paypal block the account most the time even when it is legit just to comply with the law.
So when your account reaches £4,500.00 you have to validate it, so Paypal don't break any laws and to confirm how you are basically.
