i've just spotted someone selling boxes of sw heritage on ebay for £15 but he has stated that he has pulled the sketch card from the box so i was wondering do you think that he should be allowed to do that and i'm kinda wantin some advice on wether or not its worth buying them

I assume he means he opened boxes, got the sketch card and re-packed the boxes? I'm not fond of the practice, but at least the seller is being up-front about it. You'll likely get a base set and some of the chase - so as long as you don't expect a sketch, it might be worthwhile...

True - there's also a hope of an auto ... they were rare in that set but it's very possible.
