Promo error card?

I saw this auction, but I can't remember hearing anything about a POA promo card with an error.  Does anyone have info about this?

In the title he says that it's missing the foil.

It's not a very exciting error I'm afraid.

I'm not surprised it didn't sell.
Even if you ignore the outrageous price     the seller did a very poor job describing the item.

Maybe I'm just really tired, but I read it as "Harry Potter POA foil" and "missing promo 03,"  i.e. that the 03 promo was missing from the set and the seller had one.

That's for sure!! I even saw this a few days ago and was really confused on what it actually was!!

This is exactly how I understood it!!
I need to pull out my SS base cards that have "the error" of no foil on them!! 
Maybe I can get that much (or more) on  for them!!

He hee, I have a GOF Green promo set without foil on the P1. It's pretty cool because you can see how they blur the edge of the HP logo (outer glow) so that it gives impact to the foil - it's pretty cool, so I'm keeping it
