The costume material on the cards was not from the costumes worn in the movies, the actual costumes belong to Peter Jackson. It was in his contract that he would get them, and I believe most of the props ( which after ROTK was all done he gave somethings to the actors) But from what I have read about him he wanted to have a museum or something along the lines in NZ dedicated to JRR Tolkien.
That is just from what I read but we have known that the cards are from extra material. I do think it was funny that he said they had alot of extra material for Eowyn.. so you can count on one of those being most common, maybe both.. but it wont be rare! I do hope that the rarer ones are nicer ones though and not sam..

ya i hope that Elrond and the witch king wont be rare as they look to be some of the best cards in this series .it would be funny though if sam is the rare one this time though after always being the most common. i dont think that the costumes are really great though apart from the two new ones , it would have been go to see some oks costume and stuff like that.once again topps weren't very inventive but i suppose the set will still sell out so what do they care

That would be amusing and poetic justice if the Sam card is indeed the Rare one!! I too wish Topps was more creative with not only the Costume cards but also the Autograph cards as well. I do not know if any of you collect other sets of movie cards but makers like Inkworks and Rittenhouse Archives make some outstanding Costume and Autograph cards for their sets. Topps must have put in a higher bid than others to get the contract but the whole LOTR's sets put out by them could have been so much better.

If I was the person in charge of this at Topps, I'd be seriously embarassed to release that autograph...

Well look at the difference between PJ and Richard Taylor. I really admire RT's work but I admit his slow voice on the DVDs when he's explaining how they did things drives me nuts!!!
