Different color promo sets???

Why are there different color promo sets? Are some rarer than others? What all color do they have? For POA, POAU, GOF, and SS?

Here is the scoop on the Goblet of Fire Promos:

Gold Promo set in every case of Binders.
Green Promos were special NY Toy Fair Promos. The person selling them on ebay was from the card plant. He had them illegally and was shut down.
Silver Promos 1 and 2 were given out at the San Diego Comic Convention
Silver Promos 3 and 4 were in the individual binders
Blue Promos were 5 cases of binders incentives
Red Promos were 3 case of binders incentives.

I guess that reading between the lines we can conclude that the silver and green will be the hard ones to locate.

The impression that I got was that it was a printing plant employee. Printers often generate  some of what is known as "printers waste".
It is usually tossed in the waste bin. Someone may have fished out partially ruined sheets and trimmed the good cards out. Who knows for sure???
A security printer usually shreds the waste and then makes it into a slurry or burns it. Evidently the card printers are a wee bit slack about the printers waste.
