For those members who sell on eBay North America and meet the right criteria, the site is offering 1-cent listings through March 31.

Detailed Seller Ratings (DSRs) of at least 4.5 on all criteria
Specify shipping costs or use the Shipping Calculator
List the auction-style item with a starting price of 99¢ or less

New sellers who don't yet have DSR ratings are also eligible. The promotion runs through March 31.
