They didn't have the SS set in production when the movie came out so thats why it came out after PoAU. Alot of people was hoping they wouldn't be a SSU but it was hard to acquire the costumes and props we have so it was impossible to get more for the update since it was filmed 6 years ago. For GOFU, we'll see images of Voldemort in the graveyard that aren't in the GOF set. There was no reason to do an update for SS because the movie is old enough that all of the images have been seen, in addition to there being a lack of costumes and props :).
