To add your bank account to your PayPal account, log in to your PayPal account and go to your Profile, then click the Bank Accounts link under the Financial Information column. " So they send two small amounts of money to your account (which you get to keep), then tell them how much it was, and your account is activated. I hated always having to make sure I had enough money on my CC when I use Paypal so I will definitely use this :)
