Make it a full on conceptual and production art set. Maybe Topps would have to pay too much and it would take too long for only 2 artists to sketch enough cards to have them inserted at a reasonable ratio. They could always bring on more artists from the production and have the Lee and Howe sketches be the high tier inserts.
